The report evaluates opportunities for enhanced quality of life, tax optimization and global mobility, presenting the most comprehensive, data-driven and up-to-date overview of retirement migration pathways for those seeking to retire abroad.

This analysis, produced by the firm’s Global Intelligence Unit, reveals that Portugal, Mauritius and Spain are the top three destinations for international retirees in 2025. Additionally, the findings highlight that retirement visa opportunities are now truly global, with the Americas and Europe leading the landscape.

Portugal, Mauritius and Spain Identified as Top Countries for Global Retirement Migration European destinations dominate the top of the report’s rankings, with Portugal, Spain and Austria leading in quality of life, world-class health care and security for retirees.

European programs also offer some of the world’s strongest mobility options, with access to high-power passports and visa-free travel throughout the Schengen Area and beyond.
Island nations such as Mauritius attract retirees with straightforward territorial tax systems, clear exemptions on foreign pensions and high migrant acceptance rates.

Programs in the Americas excel in tax efficiency and cost-effectiveness, with countries like Uruguay landing in the top five due to its territorial tax system and immediate permanent residency pathway.

Key Motivations Driving International Migration

Widespread Global Availability: Retirement visa opportunities span every continent, with the Americas representing 36% of programs, Europe 32% and Asia and Africa each accounting for 16% of available options – making international retirement accessible regardless of climate or culture.
Quality of Life as Central Priority: More than 30 of the 44 countries evaluated provide above-average scores in health care, environmental quality and overall living conditions, as retirees continue to prioritize quality of life.
Clear Pathways to Citizenship: 93% of countries analyzed offer clear paths to citizenship while permitting dual citizenship, allowing retirees to achieve full legal integration while retaining their original nationality. Half of the programs also allow citizenship to be acquired within five years or less.
Family-Friendly Policies: Approximately 93% of programs allow retirees to include their children, while 34% extend this right to dependent parents, ensuring families can relocate together.
Significant Tax Benefits: 61% of programs offer clearly defined tax benefits for retirees, including flat tax rates, exemptions on foreign-sourced pensions and retiree-friendly regimes.
• Accessible Financial Requirements: 61% of countries set monthly income requirements at or below $2,350, while 68% have application costs of $2,350 or less –making international retirement financially accessible to a broad segment of retirees.
Enhanced Safety and Integration: With cultural integration and personal safety top of mind for retirees, more than 60% of countries score above average in both categories. Measures such as personal security, migrant acceptance and English proficiency create welcoming environments for international retirees.
